　　下面我向大家介绍临港地区十多年开发建设情况。
　　ladies and gentlemen, welcome to shanghai
lingang exhibition center. my name is xxx from shanghai lingang area
development administration. today i am very honoured to show you around our
centre and hopefully it will help you get a rough idea about lingang and its
development history since xxx years ago.
　　本世纪开元之初，上海市开始编制《临港新城总体规划》， 2004年，上海市人民政府发文批复临港新城总体规划。规划明确，临港新城是上海国际航运中心的重要组成部分，按照《上海市城市总体规划》要求，依托洋山国际深水枢纽港、浦东国际航空枢纽港，将临港新城建设成为社会、经济、文化和生态环境高度协调、功能完善、充满活力的综合型滨海新城和具有辅城地位的战略重点发展区域，使其成为以现代装备制造业为核心的重要产业基地之一。
　　临港距上海市中心75公里，是地处东海长江口的一片滩涂，是一个偏僻荒野的不毛之地。
　　经过10多年的开发建设，如今已是产城融合的一片新天地。
　　at the beginning of the 21stcentury, shanghai municipal government made the decision to develop the area
where we are standing into a new city called lingang, which literally means “being
close to a harbor”. in 2004, the master
plan of lingang new city was officially approved and issued by shanghai
municipal government. it clearly outlined the targets this urbanization project
aims at and the functions this new city is going to demonstrate, that is, as
part of the renewed master plan of the whole shanghai region, lingang new city
is to be the core area to serve the realization of the city government’s
initiative of making shanghai an international shipping centre. being close to
the yangshan island deep-water port and pudong international airport, lingang
enjoys great advantage to develop into a well-functioning and dynamic coastal
planned city as well as a satellite city of strategic importance that integrate
economic and social development with high-level natural preservation. it also
serves as an important industrial base for shanghai to develop manufacturing of
advanced equipment.
　　lingang is 75km away from the city centre
of shanghai and before the inauguration of development,lingang was only a vast piece
of barren mu in a remote wilderness. after over a decade of development, a new
city that integrates industrial and urban development has already emerged.
　　临港区位优势十分明显独特，具有依托两港的地理优势，还原自然的生态优势，立体便捷的交通优势，重点倾斜的政策优势。
　　lingang enjoys unique advantages not only
in geographical location being close to the airport and the seaport and
well-preserved natural environment but also in well-developed transport network
and focused policies.
　　到2020年，临港要基本建成上海具有全球影响力科技创新中心主体承载区框架；先进制造业和现代服务业高效联动，成为产城融合、绿色生态、宜居宜业现代滨海新城。
　　upon 2020, lingang will have emerged as the
main functional area helping shanghai achieve its goal of becoming an
international center of global influence for scientific and technologicalinnovation
as well as a modern, livable and green coastal city in which advanced manufacturing
and services create synergy for economic growth and industriesdevelop with urbanization
in a concerted manner.
　　到2040年，全面建成上海具有全球影响力的科创中心主体承载区。全面优化“大产业区、大生活区”功能布局，全面打造智慧低碳、生态宜居、面向国际、面向未来的综合性节点城市。
　　这是临港中长期发展的两大目标。
　　upon 2040, lingang will have established
itself as the main functional area for shanghai’s initiative of making the city
an international influential science and technological innovation centre in
addition to its new status as a comprehensive livable and smart international
node city that applies low-carbon lifestyle, immerses itself in nature and
represents the future based on optimisation of lingang’s layout as industries
and the city develops.
　　临港的开发建设得到了中央和上海市各级领导的高度重视和关怀，这组照片记录了中央领导和上海市领导考察临港的情况。
　　the development of lingang has received
great support from the leadership of the central and shanghai government. these
pictures recorded those moments when leaders from the central and shanghai
government visited lingang.
　　请大家看这边：国家把我们作为装备制造业振兴的一个重要基地，我们在临港则看到了什么是国产的世界一流！这是习近平同志在任上海市委书记时考察调研临港时讲的一段原话，时间是2007年8月9日。
　　now let’s have a look at this wall. this
was what chinese president xi jinping commented on the development of lingang
when he visited here on 9 august, 2007. back then he was the secretary of cpc
shanghai committee. it reads “shanghai is expected by the whole nation to
become the base for revitalising china’s equipment manufacturing industries and
over here in lingang we have seen what it means by world-class chinese
production.”
　　各位现在看到的是临港的昨天—曾经沧海。
　　now let’s move into the hall. the first
part of the exhibition is lingang’s past as a vast mudflat.
　　前面提到过临港地处偏僻，是江海冲积成陆，滩涂围海造地开发的。这里没有工业，没有商业，没有贸易，人们日出而作，日落而息，主要靠种地打渔为生。这几幅图片反映的就是当年的现状情景。
　　as is mentioned earlier, being located at
the southeast corner of shanghai, lingang was shaped by the accumulation of the
mud and sands brought by the flow of the yangtze river and hence it is a place
almost reclaimed from the sea. there were no industries, business or trading
activities back then and the original inhabitants here lived on the sea. they
set out fishing over the sea when the sun rises and came back for rest when the
sun falls. these photos just reflected on the then landscape of lingang.
　　2002年开挖滴水湖引水时，曾有一则有趣的故事发生：
　　一条幼鲸从东海进入滴水湖，被工人救起后运送至芦潮港码头将其放归东海。大家知道，东海是没有鲸鱼生息活动的，这是一个祥兆，预示着这块宝地开发建设必有大好前程。
　　我左手边的这几幅图是当时围海筑堤挖湖时的场景可以看出临港是在多么艰苦的条件下开始开发建设的。
　　some of you might have found that the
mascot of lingang is a whale. it actually does not come into being for no
reason.
　　in 2002 when construction workers were
digging the mudflatto make the lake, something unexpected happened. one day, a
baby whale swam from the east china sea into the water-drop lake which was
still being built and stranded itself on the shallow waters. it was found by
the construction workers and saved by them before it was sent back to the east
china sea. when going back, the whale turned back for several times as if it
was saying thanks to people. from then on, lingang seemed to have been deeply
connected with this whale, and that is also why we have a giant whale-shape
sculpture made of steel structure at the seaside park.
　　大家都知道三国时期黄浦江还未形成，长江携带泥沙不断向东沉积而后形成了我们脚下的这片土地。通过南汇县历代海塘示意图我们可以清晰的看出江海沉积成陆的过程。
　　as you may know, during the three kingdom
period of ancient china, the mother river of shanghai, or the huangpu river was
still not shaped. the mud and sands flowing with the yangtze river accumulated
here over this place and day after day, they became the east part of shanghai.
this is a map showing the changes of the coastline of shanghai in which we can
also learn how shanghai gets its today’s landscape.
　　一个区域的发展最直观的体现莫过于卫星遥感图了。
　　这组卫星遥感图清晰地记录着从1997年到2017年20年间这块滩涂上发生的巨大变化：临港新城从无到有，从小到大的成长史。
　　to better understand the landscape evolution;
now let’s watch a short video showing the change of lingang by pictures taken
by satellite in different time points in the past 20 years from 1997 to
2017.

　　what we are going to see next is a big
sandbox demonstrating the current shape of lingang.

　　with tens of thousands of people, we build
a city.

　　东海之滨，潮起潮落间，一座产城融合的新兴城市正如日东升，备受世人瞩目。
　　on the west bank of the east china sea, a
new city that integrates industrial and urban development is emerging like the
rising sun, drawing the attention from the globe.
　　临港地区位于上海东南，地处长江口和杭州湾的交汇处，是长江经济带和海上丝绸之路经济带两大国家战略的重要区域，得天独厚的区位优势为临港的发展提供了强大的引擎与支撑。
　　lingang area is located at the southeast
end of shanghai where the yangtze river and qiantang river converge over the hangzhou
bay. it serves as the major functional area to implement the two of the nation’s
strategies, namely, the yangtze river economy belt and marine silk road.
advantageous geographical location has powered lingang for its continuous
development.
　　临港地区规划面积315平方公里，人口68万，由国际未来区（主城区）、智能制造区（重装备产业区、奉贤园区）、统筹发展区（主产业区）、智慧生态区（综合区）及海洋科创城等功能区域组成。
　　the total planned area of lingang is 315km2
with an expected population of 680,000. it is composed of functional zones of a
future international city (or the urban zone), smart manufacturing zone (or the
heavy equipment industrial zone and fengxian zone), coordinated development
zone (or the greater industrial zone), a low-carbon smart city (or the
mixed-use zone) as well as the seaside innovation city.
　　国际未来区（主城区），以滴水湖为中心，形成一湖三环的空间布局。城市核心区域基础设施和功能配套基本建成。城市拥湖临海，环境优美，生态宜居，是现代滨海新城之典范，已成为有识之士工作生活的热望之地，实现理想抱负的圆梦之地。
　　the future international city is built
around the water-drop lake as its center with one lake and three ring roads
shaping its spatial structure. currently the infrastructure and functional facilities
within the major area of the city have been built. the city embraces the lake
and sits by the sea, making itself a beautiful and livable city that defines
what it means by a modernised coastal city and a popular place for people who
truly know where an ideal place for a home and work is as well as for people
who are looking forward to realisingtheir career dreams.
　　智能制造区（重装备产业区、奉贤园区），是临港制造、临港智造的核心产业区，国家级重装备基地，已建成新能源装备、大型船用关键件、汽车整车及零部件、海洋工程装备、工程机械装备、民用航空装备、再制造等产业集群。
　　奉贤园区，集聚以智能制造为主题的科技型产业,打造以智能制造、智慧社区、低碳生态、宜业宜居为特征的“智能制造小镇”。
　　the smart manufacturing zone (or the heavy
equipment industrial zone and fengxian zone) serves as the core industrial area
for the smart production of high-end industrial products. it is named by the
nation as a base for heavy equipment manufacturing and is home to the
industrial clusters of new energy equipment, key parts for large ships, whole
vehicle and parts manufacturing, marine engineering and equipment, construction
equipment, civil aviation equipment, remanufacturing and so on.
　　fengxian zone is home to hi-tech companies
related to smart manufacturing. it aims to build itself a small town of smart
manufacturing which stands as the key industry and applies in creating a smart
community of low carbon lifestyle.
　　统筹发展区（主产业区），这个区域目前尚未开发，正在做产业规划,将重点聚焦发展战略性新兴产业和生产性服务业，并成为城乡统筹发展的示范区。
　　the coordinated development zone, or the
greater industrial zone is currently still a vast piece of farm land yet to be
developed. relevant researches are under way to support the making of the
master plan of this zone and the general aim is to make the zone into a demo
zone for coordinated rural and urban development as well as an area dedicated
to emerging industries of strategic importance and services to producers.
　　智慧生态区（综合区），是以产业、生活、生态融为一体的综合性功能区域，集聚产业培训、科技研发、总部办公、文化会展、生态度假等功能。是临港产业功能的提升延伸，城市功能的补充延续。
　　the low-carbon smart city (or the mixed-use
zone) is a zone of multiple functions such as industrial development, urban
life and demonstration of nature. it provides space for economic activities
such as business trainings, r&d, convention and exhibition and also serves
as an ideal place for corporate headquarters and vacations. it is an extension
of the existing industrial space in lingang and also an expansion of the urban
zone.
　　海洋科创城（自贸区、科技城、大学城），是临港科创中心主体承载区的核心区域，国家海洋经济创新发展示范区，依托自贸区、科技城和大学城，以科技创新研发为主，重点发展人工智能、信息技术、海洋装备等先导产业。
　　the seaside innovation city which includes
part of the shanghai ftz, lingang innovation city as well as the university
town serves as the core area that supports the fulfillment of lingang’s status
as the main functional zone serving the realisationof shanghai’s initiative of
making the city an international innovation centre. it is also a demo zone for
new development in economic activities related to the ocean. supported by the
advantages brought by the ftz, linganginnovation city and the university town,
ai, ict technologies and marine equipment manufacturing will become the key
industrial focus of the this functional zone.
　　经过十多年的发展，临港产业基础不断增强厚实，正在构建“2+3+4产业体系，实现从制造到智造的转型升级。城市功能配套不断完善，人文内涵不断提升。今天的临港已站在新的起点上，肩负上海建设具有全球影响力的科技创新中心主体承载区的新使命新任务。
　　after over a decade of development, the
industrial strength of lingang has been consolidated continuously, leading to
the creation of an industrial system that can be summarisedas a “2+3+4” system.
the manufacturing in lingang has also been evolving into the higher level of
smart production. lingang is now flying from a new starting point, shouldering
the new mission of fulfilling its new status as the main functional zone for
shanghai’s innovation centre strategy.
　　各位我们现在看到的这一块是党建工作。临港的开发建设始终坚持党的领导，坚持正确方向，坚持发展道路，以一流党建促一流开发。

　　now let’s move on to the second part of the
exhibition, lingang nowadays, a city integrating industrial and urban
development
　　经过十多年的开发建设，今天的临港已成为产业高地、创新宝地、政策洼地、宜居福地的产城融合发展的“新天地”，正肩负起上海建设具有全球影响力的科技创新中心的主体承载区的新使命，在不断转型升级中展示着城市与产业融合发展的蓬勃活力和无限魅力。这块电子屏里详细介绍了临港的发展规划、发展沿革、开发机制、管理办法等。
　　after over ten years of development,
lingang has already transformeditself into a new world that integrates
industrial development with urbanisation, making itself a place that congregate
industries, a testing ground for new things, a place that gather preferential
policies as well as an ideal place for homes. this board shows the general
planning, historic events, the administrative system as well as the guiding
regulations of lingang.
　　这块看似年轮一样的图片记录着临港十多年开发建设的重大事件。
　　现在我们来看城市板块。我们这座城市依港而建，依港而兴。德国gmp设计事务所，给出的一个经典与时尚复合的理念：一滴水从天而降，泛起的层层涟漪形成功能各异的城市环带。很多人第一次来到滴水湖都会惊叹滴水湖的美，是的，她不仅美，更有其深刻的内涵。请看这几幅图就是当时设计的手绘图。我们正在演绎“城市，让生活更美好”。
　　各位现在所看到的这块触摸屏详细介绍了临港双特政策、行政服务、人才建设、科创中心建设情况。
　　this picture with the shape of annual rings
of a tree records the development of lingang for more than a decade.
　　now let's look at the city development of
lingang. the idea of building the city originates from the establishment of the
seaport, and likewise the city flourishes because of the seaport. the master
plan of lingang is designed by the hamburg-based architecture designer, gmp,
whose idea combines classic design and fashion, that is, a drop of water
descends from the heaven and the layers of ripples form different urban belts
with different functions. many people would be amazed at the beauty of the
water-drop lake when they come here for the first time. it is true that the
lake is not only beautiful but also has profound connotation. these drawings
shows the original manuscript of the design.
　　如今的临港是一座智慧之城，生态之城，人文之城。
　　today’s lingang is also a city of wisdom,
ecology and humanities.
　　我们先来看智慧之城。
　　智慧之城是以国际化的视野和理念，着力推动城市发展和产业创新的高度融合。通过智慧政务、智慧交通、智慧社区、智慧园区、智慧旅游，使城市的管理更高效、出行更便捷，我们要打造具有全国示范效应和国际领先的新型智慧城市样板。请看视频。
　　the city of wisdom is an international
vision and philosophy that focuses on promoting a high degree of integration of
urban development and industrial innovation. through smart government, smart
transportation, smart communities, smart parks, and smart tourism, the city’s
management is more efficient and travel is more convenient. we aim to create a
model of the new type of a smart city that can be a showcase for the nation.
　　我们再来看生态之城。
　　生态之城就是形成临港天然大生态格局。我们的城市绿化覆盖率达65%以上。城市森林，城市公园，城在林中，林在城中。海绵城市，低碳示范区，综合管廊，打造生态城市的临港样本。常年pm2.5优良是临港的生态王牌，来到临港，人们都感觉这里的空气“有点甜”。
　　具体来看一下临港海绵城市建设。临港地区是全国最大的“海绵城市”试验区，也是上海第一个“海绵城市”试验点。目标是实现“5年一遇降雨不积水，百年一遇大雨不内涝，水体不黑臭，热岛有缓解”。
　　the city of ecology is to form the natural and
ecological pattern of lingang. our urban green coverage rate is over 65%. urban
forest and city parks help shape a city in the forest and forest in the city.
　　the sponge city programme, the low-carbon demo
zone, and the underground pipelines integrating water, gas, and
telecommunication lines together help lingang become a live sample of a city of
ecology.
　　each year, lingang has maintained a low
level of pollution index pm2.5. the excellent air quality has just become a
brand of lingang. people really feel themselves refreshed when breathing here.

　　this screen shows the real-time air quality
of lingang. as you can see, the pm2.5 index is much lower than that of the city
centre.
　　in lingang, we also have a vast area of
marshland which serves as the home for birds migrating north and south.
　　我们再来看人文之城。临港是荒滩起城，平地兴产。一开始我们就注重打造城市文化。我们的大学城有7所大学，其中上海交大与英国爱丁堡大学合作的中英低碳学院是汇集低碳领域世界级专家力量，建设一个具有国际重要影响力的、低碳领域学科交叉的教学科研机构，致力培养低碳领域的复合型、国际化顶尖创新人才；中央美院与法国巴黎第四大学合作的中法艺术与设计管理学院将通过艺术、设计、商业的跨领域合作，在艺术管理、博物馆与文化机构管理、设计管理及文化产业管理等相关领域探索和建立成熟的人才培养体系，是中法两国在艺术与教育领域合作的典范。临港还有四个博士后流动站及人才自由港、各类研发机构等……
　　lingang is also a city of humanities. even
though lingang was developed from barren mudflats, it has not prevented us from
creating culture from the very beginning. there are now 7 universities in
lingang, among which the china-uk low carbon innovation college is a higher
education institution jointly established by shanghai jiaotong university and
university of edinburgh. it gathers experts in the field of low carbon
technologies from the world and aims to become an influential institution that
educate innovative talents in low carbon and give birth to cutting-edge
breakthroughs in this field.
　　another important college, the china-france
institute for arts design and management is a school jointly established by
china central academy of arts and kedge business school from france. its
subjects in art management, museum management, and so on will train talents in cultural
industry management.
　　临港还有航海博物馆、天文馆、文学艺术园、文化大讲堂……还有极地海洋、冰雪之星等主题公园……还有三甲医院、卫生中心等。
　　lingang is also a city of abundant tourism
resources, just to name a few, the china maritime museum, the shanghai
planetarium as well as the haichang ocean park and winstar indoor skiing
complex. we have also established the city east campus of shanghai no.6 people’s
hospital to provide efficient medical service to the residents here.
　　临港正在筑梦“谈笑皆鸿儒，来往无白丁”，用“绣花功夫”一点一滴地进行着文化积累沉淀，打造人文之城。

right, you might now know who i am. i am just the baby whale which was saved by
people in lingang in 2003. over the years, i have travelled all around the
world but have been missing lingang for long. now, i am back. i am very pleased
to introduce what chinese president xi said the world-class chinese production
in lingang.

　　many of you may know c919 aircraft made by
comac, china commercial aircraft corporation. the c919 model symbolizes a
milestone of china’s aviation industry, but many of you might not know that the
heart of a c919 plane, or its engine is made in lingang. look there! this is a
model of the engine made by china aircraft engine company shanghai
manufacturing base. it is this engine that has realised the dream of the
chinese people of flying over the sky with chinese planes. so when i am lying
on the sea, i can look up into the sky to see its cool flying.
　　看过了天上飞的，下面就来看看地上跑的——全球第一款新能源互联网汽车，上汽荣威erx5。这辆车有世界上最先进的插电式混合动力系统，跑100公里只喝1.6l油，而且一口气能跑650公里！想去哪就去哪儿。它还有世界上最先进的互联网系统，说句“热了”，它就会听话地打开空调；它还能连接无人机和运动相机；还可以使用车上的支付宝付费，真的很拉风！贝贝我也好想开一台，给我的朋友们开开眼。
　　after seeing what flies in the sky, let’s
see what runs super cool on the road. yes. it’s the erx5 suv, the first mobile
internet connected hybrid car of its kind in the world, made by saic motors. it
is equipped with the world’s most advanced hybrid car system which can make the
car run every 100km with only 1.6 liters of oil, and if fully fueled, it can
complete a journey of 650km before a refuel. it can take you to wherever you
want to be. apart from that, the wireless system makes the car smart. say it’s
too warm, and it will turn on the air-conditioning for you. it can be connected
with drones and motion cameras as well as with the third-party payment tools
such as the aliplay. how cool it is! how i wish that i can also have one to be
shown to my friends.
　　接下来我要给大家介绍一个海底设备！它叫彩虹鱼，是个深海载人探测器哦！我们蓝鲸是世界上潜入海洋最深的哺乳动物，一般可以潜入到深海1500米，但是，彩虹鱼深海载人探测器可以下潜到11000米的深度！海底1万米，那可是我做梦都到不了的地方！
　　now follow me into the deep sea. look, this
submarine is called the rainbow fish, the manned detector for the deep sea
environment. i, as a blue whale, belong to the group of mammals that can dive
into the deepest place in the ocean around 1,500 meters under the sea. however,
the rainbow fish can immerse much further into 11,000 meters below the sea
surface. 11,000 meters under the sea! wow! that’s somewhere that i can never
reach even though i have dreamt of being there for long.

　　这儿陈列的便是临港自主制造的产品，左手边是临港再制造的发动机缸体修复前后对比模型，遨拓深水装备。右手边是奥科赛通用航空与磐剑海洋c100p无人艇可用来测水纹。让我们走近我们面前的这组成列柜，这是科大讯飞的晓译翻译机与叮咚音响。今年3月份，李克强总理曾体验过这款翻译机，并称赞了它的实时中英互翻。

dismantled from a car and how it looks like after being remanufactured.
　　this is the portable translator and the
smart speaker called dingdong, both made by ifly company. in march this year,
chinese premier li keqiang tried using this machine and praised its accuracy of
real-time translation from chinese into english.

integrated circuit producers with this core material or 12-inch wafer.

sand, refined and deposited. mono-crystalline silicon is then extracted from poly-silicon
to be sliced into pieces and to be polished. it is really a demanding technique
from the beginning to the end of the production.

this map, we can know the difference from today’s lingang. look, we have a few
peninsular off the coast. do they remind you of dubai? yes, they are now named
as future islands. as we are moving forward, the future lingang will surely
present even more grand performance.
