根据《上海市人民政府关于本市开展第四次经济普查的通知》（沪府发［2018］8号）精神，本市将于2018年与全国同步开展第四次经济普查。这次经济普查是继前三次经济普查后的又一次重大市情市力调查，是事关本市经济生活的一件大事。
为确保本次经济普查单位不重不漏，为普查登记工作奠定基础，市第四次经济普查领导小组办公室决定，8月至12月，在本市开展经济普查单位清查工作。本次单位清查的对象，是在本市行政区域内全部法人单位、产业活动单位、从事第二产业和第三产业的个体经营户。普查正式登记将于2019年1月1日开始。
为了全面完成单位清查任务，请你们积极配合和支持普查员开展工作，按照单位清查的具体要求，准备好相关证照，按时、如实地填报清查表，不得提供不真实或不完整的普查资料，不得拒报、迟报，不得伪造、篡改资料。同时，各级普查机构和普查人员对被调查对象的商业秘密，将严格予以保密。经济普查取得的单位和个人资料，严格限定用于经济普查的目的，不作为任何单位对经济普查对象实施处罚的依据。

all enterprises (entities) and individual business households:
according to the arrangement in the circular of the people’s government of shanghai municipality on carrying out the fourth economic census in shanghai, the fourth economic census will be carried out in shanghai concurrently with other places in the country in 2018. this economic census is another major survey of the market situation and capacity of shanghai after the previous three economic censuses, and also a major event in the economic life in shanghai.
to ensure correct determination of entities in the present economic census without missing or overlapping, and lay the foundation for the registration work in the census, the office of the leading group of shanghai for the fourth economic census has decided to carry out an inspection of the entities for economic census in shanghai from august to december. the inspection will be done for all corporate entities, industrial activity entities and individual business households operating in the secondary and tertiary industries within the administrative area of shanghai. the formal registration for census will start on january 1, 2019.
to fully accomplish the task of entity inspection, you are requested to actively cooperate and support the work of surveyors, get ready the associated certificates and licenses according to the specific requirements on entity inspection, fill up the inspection forms in a true manner on time, and it is not allowed to provide untrue or incomplete census materials, or to refuse or delay to submit materials, or to counterfeit or tamper with data. meanwhile, the census agencies and personnel at all levels will keep strictly confidential the business secret of all census objects. the information of entities and individuals obtained in the economic census shall be strictly limited to the purpose of economic census, and must not be used as basis to imposing penalty by any entity on objects of economic census.
