张吉怀铁路连接起张家界、吉首和怀化，2016年动工了！这是湖南省西部地区人民盼望已久的喜讯。如果他能听到，心里该有多高兴啊！
一切没有如果！2015年11月17日，湖南省发展和改革委员会党组成员、副主任，省铁路建设办公室主任、省重点建设项目办公室主任左亭突发脑溢血去世，享年51岁。
左亭走后，中央和省级媒体对他的先进事迹进行了广泛宣传，仅《光明日报》就连续刊发了22篇报道，在广大读者和网民中产生强烈反响。
“火车头”具有这样一种品格：“指到哪里，跑到哪里，忠于指令，绝不跑偏。”左亭就是这样一个“火车头”。大学毕业后，他干过多个岗位，从基层的站点，到原铁道部的机关；从铁总下面的公司，到湖南省发改委的班子成员。不管在哪个岗位，他都忠诚于铁路事业，忠于自己的职守，知难而进、敢于担当，干出了突出业绩，表现出了“我是党的一块砖，哪里需要哪里搬”的精神。
2002年，左亭担任衡 阳车站站长，当时车站处于困境。衡 阳站是特等站，客运货运大站、京广线枢纽，管理不好，受影响的不仅是一个站，更是全线乃至全国。左亭提出奖金向一线员工倾斜，并把个人获得“铁道部青年科技拔尖人才”的1万多元奖金拿出来放进集体奖金盘子里，同事劝他“这是给你的，分给大家不合适的。”左亭摆摆手说：“就这么定了。”他的行动激励了大家，干部职工团结一致，通过主动找市场、提升服务水平、稳定队伍人心等一系列举措破解了困局，车站连续两年生产经营考核被评为优秀。2004年，左亭获得了铁道部最高荣誉称号——“火车头奖章”。这是铁路建设管理专家的重要标识。
2004年12月，长沙黑石铺一铁路液化气站发生爆 炸。时任广铁长沙总公司安全监察室主任的左亭赶到现场，人群正被紧急往外疏散，他却坚守在最前线。事后有人问：“别人往外跑，你往前靠，你不怕？”左亭回答：“出这么大的事故，我是责任人，怎么能跑？”
2005年，左亭调任铁道部运输局运力资源策划部暨有线运力处处长，参与铁道部新建和改建项目的论证。他先后撰写了十几篇专题调研报告，提出了许多有价值的意见建议。
2008年，左亭担任沪昆铁路客运专线湖南公司副总经理。每年春节，他都主动申请留在公司值班，除夕夜在食堂吃年夜饭，大年初一带队到施工现场慰问。同事蒋全回忆：“左亭下工地检查安全，就到食堂吃饭，员工吃什么他吃什么，不开小灶不去饭馆。”
2012年，湖南省政府急需引进一名懂铁路工作的“干将”，担任湖南省发改委铁路建设办公室主任。左亭十分清楚这次转轨意味着什么：任务重了，从负责一条铁路到负责湖南全省的铁路；工资低了，只有原来的四分之一。有人不解。左亭回应：“组织需要我，认为我能在这个岗位上发挥作用，我就服从安排。”
左亭敢于攻坚、善于协调，在铁路系统和地方干部中是出了名的。铁路建设最难啃的硬骨头是征地拆迁，在他的指导协调下，经地方和铁路的共同努力，沪昆铁路建设中3000多宗遗留问题，96%得到解决。其中在怀化段，3个多月就完成了5000多亩红线征地的征收、11000亩临时用地的征用、14余万居民的拆迁工作，创造了项目征地的“怀化速度”，期间没有1个人上访，没有发生一起群体事件，创造了“路地和谐”的“怀化经验”。
在沪昆客专溆浦南站施工现场，施工车辆压坏了县道路面。老百姓反映到左亭那里，他立即指示“要解决好，不能让老百姓生活受影响”。县财政无力支持修路，而县道又没有纳入省财政维护范围。怎么办？在他的积极协调下，《关于铁路建设破坏、损毁县及县以上道路补赔偿意见》出台并实施，切实维护了百姓利益。
不管在哪个岗位上，左亭都对自己要求严格，都要干出实实在在的业绩。
担任湖南省发改委副主任后，他经常对同事们说：“我做梦都在想着如何能让湖南的每个市州，尤其是武陵山的贫困地区通上高铁。”湖南省武陵山片区旅游、矿产和农副产品资源丰富，但运输主要依靠公路，经济发展水平相对落后，是国家扶贫攻坚区。左亭提议在片区修建怀邵衡铁路，为了使该铁路可行性研究获得批复，他一年内15次到北京向国家有关部门汇报，争取国家部委的支持，项目最终成为国家发改委重点推进的16个项目和中国铁路总公司首批上报的8个项目之一。一般铁路从动议到动工都要3年，怀邵衡铁路仅用了1年时间。省重点项目办的同志们说，这条路基本上是左亭跑出来的。实地调研，向国家发改委等单位进行衔接汇报，与各设计院商议设计方案，与各市州县进行协调……同事们经常说起左亭“8天没换衣服”的故事。那是2015年4月，左亭陪同国家稽查组一行到基层稽查，连续8天时间白天看项目，晚上听取反馈意见、部署整改工作，身上的衣服湿了又干，干了又湿。左亭淡然地说：“我们铁路人早习惯了。”几年来，他带领同事抓长远谋划、抓项目前期、抓建设协调，创造性地提出“高铁环线”概念，使沪昆铁路湖南段、怀邵衡、黔张常等一批重大铁路项目相继建成和开工，实现全省完成投产里程近1000公里，完成投资1134亿元，建成铁路和在建铁路投资也一直位列中部六省前列，湖南一跃成为全国的“高铁大省”，实现了跨越式发展。
发改委主任谢建辉这样评价左亭：“左亭太实在、太敬业了，实在到自己身体有病都忘了。在他心里的事比天大！”“他要是肯抽出一点时间住院，就不会走这么早。我应该多催催他啊！”左亭的同学高红梅哭着说。
2015年4月，左亭在家人和同事的催促下，前往湘雅医院检查。在医院工作的高红梅记得左亭当时脸色很差，疲惫不堪。医生建议他住院做全面检查。他说：“等忙完这一段再来。”6月，高红梅问他“去住院了吗？”他仍是回答“过几天再看。”那段时间里，左亭一直脸色发黑，左胸口疼痛，双脚经常麻木抬不起来，但是左亭仍在写材料，仍在开会，仍然坚持着出差……11月13日，左亭对同事说，“脚麻木得好像没知觉了，忙完这一阵要去好好住个院。”但直到去世，他也没从繁忙的工作中抽出时间。
在他的日程安排上，11月18日上午还要赴沪昆动车所开征拆协调会、下午开电源协调会、晚上前往岳阳开会……
谁也没有想到，长期的积劳成疾，让这个一路奔驰的“火车头”停了下来……
左亭一直以来，生活简单，没有过高的物质要求。
左亭人生的最后一顿饭，是同事从食堂打来的盒饭。
“走”的时候，左亭穿的还是一双补了又补的脱了底的旧皮鞋。
左亭去世后，同事们去他家吊唁，“想不到一个副厅级领导，管钱管物，家里却这么简陋”。房子是2001年分给铁路职工的集资房，位于老旧小区，没电梯，窄窄的巷子小车都开不进去，面积不足100平方米。客厅里摆放着老旧的沙发、一台老式显像管电视机，厕所的天花板上油漆已经剥落，大家潸然泪下。
左亭就是这样一个简单而又不简单的人。30年来，他把自己全部的心血，献给了铁路事业，献给了党，献给了人民。（仲组轩）

红 网张家界分站10月13日讯(分站记者 金亚平)10月12日，国家发改委对新建湖南省张家界市经吉首至怀化铁路(以下简称张吉怀铁路)可行性研究报告进行批复的消息不胫而走，该铁路设计时速350公里每小时，是名副其实的高铁。现在，加上正在建设中的黔张常铁路和已列入“十三五”规划的宜张高铁，张家界铁路建设迎来了新的发展机遇，立体交通格局再次升级。
张吉怀铁路全长246.6公里，起于在建的黔张常铁路张家界高铁站，终点在高铁怀化南站，途经张家界市、湘西土家族苗族自治州、怀化市的7个县(市、区) ，项目总投资382.4亿元。同时，这也是一条贯穿南北的旅游大通道，北可连接郑州，南可连接桂林，将郑州、西安、襄阳、荆州、张家界、湘西、凤凰、桂林阳朔等多个世界著名的文化遗产地和自然遗产地串联了起来，将极大地带动辐射地区的旅游发展。
目前，张吉怀铁路先期开工工段已明确在湘西州境内，先期开工工段的初步设计已由铁路总公司组织专家进行审查，张吉怀铁路建设指挥部建设者已正式入驻吉首，年底开工建设的目标将全面实现。
张吉怀高铁起于张家界高铁站，与黔张常铁路交会于此。张家界高铁站已于今年9月8日正式开工建设，项目建设工期预计3年。“张家界高铁站当前正在进行站基土方填筑施工，争取年底完成。” 中铁四局黔张常铁路七标四分部党工委书 记杨东生告诉记者，目前，黔张常铁路也已接近完成总工程量的50%。而对于即将正式开工的张吉怀铁路，他表示，在张家界范围内的工程要在今年年底之前进行招标。
在9月底召开的张家界市第七次党 代 会上，市委书 记杨 光 荣在报告中对今后五年的重点工作提出要求，他明确指出，要确保黔张常高铁2018年竣工通车、张吉怀高铁早日开工开建，尽快启动安张衡、宜张铁路建设。现在，黔张常铁路进展顺利，张吉怀高铁年底将开工，宜张高铁湖南段已列入省“十三五规划”，安张衡高铁纳入国家中长期铁路规划，加上此前国务院通过的“八纵八横”高铁网规划将有一纵一横两条铁路途经此地，张家界高铁“十字枢纽”城市将逐步形成。
当前，张家界立体交通网络建设已取得实质性突破，荷花机场新航站楼建成使用，张桑高速可望在2017年通车，力争张新、桑龙、安慈、宜张等高速公路在“十三五”开工开建。“3456”高速公路格局逐步形成，张家界正在向武陵山片区旅游交通枢纽城市迈进。
